Project Accountant

Job Description

He/She shall:

1. Assists the Coordinator in the overall Supervision of the project Financial Activities and ensures that the daily routines are carried out smoothly.

 2. Take responsibility for all aspects of Finance, HR and Administration. 

3. Prepare vacancy announcements for local recruitment at the project office level, receive applications participate in shortlisting and other recruitment processes;

4. Maintain proper records of all staff of project offices (personnel records, contracts, attendance, leave, medical documents, etc) and report to the HR and Administration unit.

5. perform and promote LWF Ethiopia’s objectives with respect to organizational code of conduct, and other policies and regulations.

6. See to it that adequate stock of supplies is requested on time and maintained in accordance with the policy of LWF.

7. Operate and maintain the project’s Accounts according to LWF-ET procedures.

8. Participate in the preparation of the annual/ Working Budget of the project jointly with the program staff.

9. Prepare monthly Fund Request together with the program staff based on the planned activity for the period.

10. Make sure that the monthly fund request is for the activities planned for that period only.

11. Make sure that the finance part of the Quarterly Monitoring Report (QMR) of the project tally the Narrative part of the report

12. Collect the monthly financial report of the project from head office finance every month and should discuss with the concerned project staff

13. Code all disbursements & receipts according to LWF/ET procedure.

14. Make sure that all disbursements are summarized according to the cost centers and account codes.

15. Ensure that LWF Procurement Procedures are followed and relevant financial documents, such as purchase requisitions, proforma invoice, purchase order, and Goods receiving Notes are properly raised.

16. Prepares and checks Financial Statements before they are sent to the Head Office every month and to reach Head Office before five days of the next month. It includes a cash count balance.

17. Prepare monthly bank reconciliation statements.

18. Supervise the Store Keepers and see to it that the purchase storing and issuing of goods are processed strictly in accordance with LWF procedures.

19. Make sure that all project Fixed Assets are registered properly in accordance with LWF procedures.

20. Control and Assist the Secretary/Cashier in all financial matters.

21. Prepare monthly Payroll/Pay Sheet for Casual workers if any, based on the approved attendance and other relevant documents in consultation with the Project Coordinator.

22. Together with the Project Coordinator, he is Answerable for all Purchases and Disbursements in regard to budgetary provisions and stipulations.

23. Make sure that all necessary and appropriate taxes like 2% or 30% With Hold tax (WHT) Income taxes are deducted and paid to the concerned Tax Authority Offices on time

24. Make sure that all disbursements are in accordance with LWF financial procedures. 

25. Make sure that all disbursements are not out of the Budget Allocated for each line items 

26.  As a responsible head for accounts of the project, he makes surprise cash count and reports to the Project Coordinator.

27. Where the Accountant is not convinced about certain payments or payment procedures authorized by the Project Coordinator, he should explain her concerns.  But if still there is disagreement, the accountant should refer to the Finance Manager at head office for advice.

28. Perform other duties in line with his responsibilities as may be assigned to him by the Project Coordinator.

Job Requirements

BA Degree in Accounting with three years of relevant work experience.  

Good knowledge of Accounting software such as ACCPAC and Excel.

NGO Experience is advantageous

Job Description

The Secretary/Cashier shall:

1. Receive all incoming telephone calls, and direct them to the appropriate person;

2. Welcome and direct all guest(s) to the person concerned with their affairs, having previously informed that person for the arrival of the guest(s);

3. Handle all messages – incoming and outgoing;

4. Be informed and knowledgeable at all times of the whereabouts of all projects staff;

5. Maintain a registration book for all incoming correspondences and publications, sign for them, file – code them, and distribute them to the persons/offices concerned;

6. Maintain a registration book for all outgoing correspondence and ensure its timely dispatch;

7. Handle all filling of all project’s documents in good order and safely;

8. Type correspondences, reports, transmit and receive tele-fax, send and receive e-mail documents;

9. Make photocopies as required, and keep a record of all copies made together with the initials of the receiver of copied;

10. See to the general cleanliness and orderliness of the project office and compound;

11. Maintain petty cash book according to LWF procedures.

12. Prepare for approval checks payment, orders, and related documents.

13. Effect payments after ensuring that all requests are approved by the authorized persons and are supported by valid documents such as purchase requisitions, purchase order, proforma invoices and goods receiving notes, etc.

14. Handover documents for processing to the Accountant after payment is effected.

15. Reconcile cash balance every day.

16. Ensure that all personal advance & working/travel advances are settled within the month.

17. Ensure that income tax, house and/or office rents are paid to the concerned bodies without delay.

18. Make sure that cash, checks LWF numbered vouchers, fuel cash coupons and other valuable items of LWF are kept properly and safely.

19. Perform other duties in line with his/her responsibilities as may be assigned to her by the Project Coordinator.

Job Requirements

Minimum Diploma in Secretarial Science & Office Management or in Accounting.

 Required Experience:

Minimum of three years of relevant work experience.

Job Requirements

  • Provide orientation about environmental issues and the effects of climate change 
  • Ensure that all the environmental component of the project in Bugna Woreda and surrounding communities implemented according to LWF policies and donor and government agreements,

  • A delivery program linked to the LWF project in the Bugna Woreda entitled “Building Climate-Resilient Community". specifically carry out technical, administrative and communication tasks associated with the project activity and delivery project,

  • Undertake community mobilization and regular monitoring and evaluation of the project and reporting to the Team Leader;
  • Undertake LWF representation with Government, Partners and officials around the project area and with regards to climate change and environmental issues;
  • Carry out environmental, social feasibility Assessment in collaboration with the project officers and relevant sector offices;
  • Organize and train the beneficiaries on renewable energy technologies;
  • Perform any other duties as assigned by the Team Leader;

Job Requirements

Requirements:

Bachelor or Masters Degree in Bachelor or Masters in Forestry, Natural Resource Management or related fields or relevant disciplines from recognized universality. 

Required Experience

Specific duties and responsibilities;

  •  Lead the overall project planning, implementation and M&E of the above-mentioned project;
  • Lead the development and submission of annual procurement, activity and budget plans for the project;
  • Lead the project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
  • Support the project officers with  technical  and management inputs relating to project activity plan, implementation, budget management, and reporting
  • Lead the process of selection of vulnerable community members and project priority groups for climate change adaptation, mitigation and response actions;
  • Select vulnerable communities and project priority groups jointly with the area coordinator, project staff, local government and target community representatives for climate and disaster vulnerability analysis and disaster management actions;
  • Organize and conduct capacity development activities on climate change adaptation, mitigation, micro-insurance, resilience and related issues;
  • Together with the area coordinator, facilitate regional and local level dialogues on climate issues, and identify issues and engage in advocacy works
  • Identify potential partners such as research organizations, academia, midia, etc to work with on climate change solutions and engage with them in partnership works as necessary
  • Support successful integration and mainstreaming of climate change adaptation, mitigation, and disaster risk reduction activities into local development and sectoral planning processes;
  • Represent LWF and regularly participate in the local level steering committee, cluster meetings, networks, and other forums;
  • Ensure effective mainstreaming of issues such as gender, environment, disability, conflict sensitivity, etc. in the project cycle;
  • Lead and carry out different assessments and surveys planned as part of the project
  • Prepare periodic reports and submit in time to the area coordination office;
  • Perform any other duties as assigned to him by the Area Coordinator
  • Follow the procedure as outlined in LWF World Service Ethiopia staff rules, policies, guidelines, and other operation manuals

Job Requirements

 Bachelor or master's degree in rural development, agriculture, DRM/DRR, environment/climate change or relevant disciplines from recognized universality. 

 Minimum of 4 years of relevant experience for Bachelor's degree and 2 years for a Masters Degree. Experience in leading a project is highly advantageous.

 Key competencies:

  • Strong communication skill in English (written and oral)
  • Ability to interact with the target people
  • Knowledge in areas of crop insurance, climate change, DRM and irrigation agronomy programming is advantageous
  • Previous related experience in NGO setup is an advantage
